UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 UNITED STATES NUCLEAR REGULATORY COMMISSION OFFICE OF NUCLEAR REACTOR REGULATION REVIEW OF THE 2011 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT SOUTHERN NUCLEAR OPERATING COMPANY. INC.
FARLEY NUCLEAR PLANT. UNIT 2 DOCKET NO. 50-464 By letter dated April 25, 2012 (Agencywide Documents Access and Management System Accession No. ML12117A086), Southern Nuclear Operating Company, Inc. (the licensee),
submitted information summarizing the results of the 2011 steam generator tube inspections performed at Joseph M. Farley Nuclear Plant (Farley), Unit 2, during Refueling Outage 21 (2R21). The licensee also provided some clarifying information concerning the 2011 inspections via a phone call on September 26,2012.
Farley Unit 2 has three Westinghouse Model 54F replacement steam generators (SGs), each containing 3,592 thermally treated Alloy 690 tubes. These SGs were installed in 2001.
The tubes have an outside diameter of 0.875 inches, a wall thickness of 0.050 inches, and they are supported by stainless steel tube support plates and stainless steel anti-vibration bars.
The licensee provided the scope, extent, methods, and results of the Farley Unit 2 SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (Le. tube plugging) taken in response to the inspection findings.
The licensee clarified the following in the phone call on September 26,2012:
- Sludge lancing was performed in all accessible areas of SGs A, B, and C during 2R21, and a total of 19.5 pounds of sludge was removed from all three SGs.
- The foreign object search and retrieval (FOSAR) was performed in the tube-free lane, the annulus region, and from column 20 through column 80 in the tube bundle. A total of 140 foreign objects were found during the FOSAR inspection, 90 of which were removed. An engineering analysis performed by the licensee of the remaining 50 objects showed that tube integrity would be maintained until the next scheduled SG tube inspections.
Enclosure
-2 One potential loose part indication was found by bobbin coil in SG C at row 3, column 78 on the cold-leg side of the SG. Inspection with a +Point' probe showed no degradation and a visual inspection on the secondary side of the tube also found no visible degradation.
- The tubes not inspected during the previous outage (2R18) were inspected during the current outage (2R21), thereby meeting the requirement to inspect 100 percent of the tubes during the 144 effective full power month sequential period.
Based on a review of the information provided, the staff concludes that the licensee provided the information required by the Technical Specifications. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at Similarly designed and operated units.
