Status Update for Activities Related to the Resolution of Multiple Circuit Failures at Sequoyah Nuclear Plant, Units 1 and 2.
The purpose of this letter is to provide the status of activities at the Sequoyah Nuclear Plant (SQN) regarding modifications associated with resolving certain Multiple Circuit Failures in the event of a fire.
In a public meeting on September 5, 2012, the Tennessee Valley Authority (TVA) provided the NRC with a description of TVA's approach to resolving multiple circuit fault concerns involving undesired operation of systems and components at SQN, Units 1 and 2. Additionally, TVA provided the current schedule for completing the modifications required to resolve multiple circuit fault concerns.
TVA has completed the SQN Unit 1 modifications discussed in the public meeting. An additional enhancement involving the replacement of two Auxiliary Feedwater System Valves to provide additional margin will be completed during the next Unit 1 Refueling Outage. SQN Unit 2 modifications will be completed prior to startup from the current steam generator replacement outage. License condition 2.C(16) and License condition 2.C(13), applicable 'to SQN Units 1 and 2 respectively, permit changes to the approved fire protection program without prior NRC approval provided the changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire. TVA has evaluated these modifications and concluded that the changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire and accordingly can be implemented without prior NRC approval.
As a result of the above modifications, TVA is changing or eliminating several previously approved Operator Manual Actions (OMAs). TVA has concluded these changes can be implemented without prior NRC approval. TVA intends to submit a request following completion of the SQN Unit 2 Modifications that NRC review and approve SQN's updated OMAs. The basis for this request will be to provide regulatory clarity regarding their acceptability.
