Request for ACRS Review of RG 4.22 "Decommissioning Planning During Operations" ML12158A184
We are forwarding to the Committee for review of Regulatory Guide (RG) 4.22 a proposed regulatory guide to support implementation of the Decommissioning Planning Rule which becomes effective December 17, 2012. The guide deals with decommissioning planning during operations and the objective is to reduce the likelihood that any current operating facility will become a legacy site in which there are not sufficient funds to decommission a site.
We would appreciate it if we could get the guide on the Committees schedule for either November of December as we are aiming to have it become effective by the time that the Decommissioning Planning Rule becomes effective on December 17, 2012.
The guide was released for public comment as Draft Guide (DG)-4014 on December13, 2011 and the staff held a public meeting and concurrent webinar on the draft guide at NRC headquarters on July12, 2012. The written public comments and oral comments received at the workshop were considered in the revision of DG-4014. They suggested areas that needed clarification and the draft guide was revised to address those areas. However, the
fundamental thrust of the guide did not change and we have enclosed a comparison between the December 13, 2011 version of DG-4014 and the final guide showing the changes made in response to public comments and a summary of the staff response to public comments.
