6/17/72 SAFETY GUIDE 28 QUALITY ASSURANCE PROGRAM REQUIREMENTS (DESIGN AND CONSTRUCTION)

A. Introduction Appendix B to 10 CFR Part 50, "Quality

- Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants," establishes quality assurance requirements for the design and construction of nuclear power plant structures, systems, and components. This safety guide describes an acceptable method of complying with the Commission's regulations with regurd to overall quality assurance program requirements.

Discussion Subcommittee N45-3,

"'Nuclear Quality Assurance Standards,"'

(formerly ad hoc hCommittee N45-3.7) of the American National 0Standards Institute, Standards Committee N45,

."Reactor Plants and Their Maintenance," under the sponsorship of the American Society of Mechanical Engineers, has developed a standard which includes general requirements and guidance for the establishment and execution of quality assurance programs during the design and construction phases of nuclear power plants. This standard was approved by the American National Standards Committee N45 and its Secretariat, and it was subsequently approved and designated

.N45.2-1971 by the American National Standards Institute on October 20, 1971.

Regulatory Position The general requirements anil guidelines for establishing and executing a quality assurance program during the design and construction phases of nuclear power plants which are included in ANSI N45.2-1971, "Quality Assurance. P rogram Requirements for Nuclear Power Plant s,"' are generally acceptable and provide an adequate basis for complying with the program requiremeits of Appendix B to 10 CFR Part 50.
