VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 September 27, 2012 Director of Nuclear Reactor Regulation Serial No.12-609 U.S. Nuclear Regulatory Commission SPS LIC/CGL R1 Washington, D.C. 20555-0001 Docket Nos.: 50-280, 281 50-338, 339 License Nos.: DPR- 32, 37 NPF-4, 7 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 NOTIFICATION OF COMMITMENT CHANGE FROM 1998 TO 2009 ANSI / ANS 3.5 - NUCLEAR POWER PLANT SIMULATORS FOR USE IN OPERATOR TRAINING AND EXAMINATION In letters dated September 13, 1988 (Serial No.88-537) and November 23, 1988 (Serial No.88-700), Virginia Electric and Power Company (Dominion) documented compliance with ANSI / ANS 3.5-1985, Nuclear Power Plant Simulators for Use in Operator Training and Examination, for the simulators at North Anna and Surry Power Stations, respectively. Subsequently, by a letter dated August 16, 2004 (Serial No.04-430), Dominion advised the NRC that the commitment to this standard was changed to comply with the 1998 version for both North Anna and Surry. The purpose of this letter is to inform the NRC that Dominion is revising its commitment with respect to this standard to now comply with the 2009 version of the standard for both stations' simulators.
