Visual Impact Assessment, Hope Creek-Saletn Nuclear Power Plant
Dear Mr. Pantazes:
NUOil!r Dtv@~Opm9nt Aeoefved APR 2.,~ 2010 Thank you for p1'Ovidillg us with the Visual Impaot Assessment report for the above project. We found the differences which resulted fi'om field checking the properties versus the results of the GIS study quite interesting. Upon review of this report, it was difficult to get a visual seliBe of the overall effect of the sampling method used because Figures 1 tlu'ough 5 did not differentiate between those prope1i:ies which were field-checked Versus those which were not. Possibly using different symbols for each category would 11ave made this clearer. Many of the field~checked properties were very close to each other and without maps to show where the field ohecking took place it is difficult to detennine jf the sampllng pattel11ing was appropriate.
In hindsight,. we suggest that a field check of all of the properties in Delaware would have been the best approach so that we would u:uly know which of the 80 Delaware properties listed on the National Register of Historic Places will be vis).laHy impacted by the project. The Nuclear Regulatory Commission (NRC) may lleed to expand its base ofinfol'matioll in order to appropriately assess the visual effect of this project on all propelties listed or eligible for listing on the National Register of Historic Places.
I have copied the two consulting parties required under the Section 106 review process and ask that as the project moves forward, they continue to be kept apprised oftlle status. We look forward to working with the NRC and PSEG in continuing the consultation process. If you have questions, please contact me. I can be reached at jOall.latl'ivee@state.de.us or 302~ 736~ 7406.
Sincerely,
~
