Dear Mr. Dean:

I write today in support of the Town of Boume's request for increased communication with regard to the Pilgrim Nuclear Station Emergency Planning Zone (EPZ).

The Pilgrim Station Emergency plan lists six traffic control locations on roadways within Boume. However, it has been brought to my attention that the Town has not been consulted with regard to this plan. Boume officials have not been asked what, if any, impact emergency evacuation routes through their town will have on motorists and residents in Bourne. Additionally, the Regional Emergency Planning Committee has not had any input into the plan and therefore is unable to determine if it will conflict with the Cape Cod Emergency Traffic Plan.

I am shocked to learn that Boume has never been included in discussions regarding the evacuation route in the event of a situation at Pilgrim Station. I would assume and expect that aii neighboring conlmunities tliat play an iniegral part in the evacuation route wotr.ld be, at the very least, consulted or briefed. It is oversights like this that add to my growing frustration at the manner in which the NRC oversees nuclear power within the Commonwealth. Whilelrealize it may take more time and manpower, the NRC should not only require an evacuation plan as a part of licensing and re-licensing, but also develop criteria that must be met, chief among them, regional participation in the development of the plan.
