Dear Administrator Dean:

On behalf of the citizens of the Town of Bourne, Massachusetts, we are writing to express grave concerns regarding the parameters of the l0 mile safbty zone surrounding Pilgrim - Entergy and its relationship to the Town of Bourne. We are also extremely concerned about the evacuation/mitigation plans for the zone immediately surrounding Entergy's facility in Plymouth as the Town of Bourne has not been consulted. Note almost all traffic would be deposited on to local roadways in Bourne to head westerly and no mention is made should the Bourne and/or Sagamore Bridges be closed.

The Pilgrim Station nuclear power plant lies in the Manomet section of the Town of Plymouth, just over ten miles from the Bourne town line in Sagamore Beach. A part of the plant's licensing requirement, is the development and distribution of an emergency plan aimed at the protection of residents and visitors within the ten-mile Emergency Planning Zone (EPZ). This emergency plan is updated on a regular basis with input from the Town of Plymouth, the Massachusetts Emergency Management Agency, the State Police, and other agencies.

Part of the plan deals with traffic management, and in order to manage traffic leaving the EPZ and prevent traffic entering the same EPZ, six traffic control locations have been designated on roadways in Bourne. Unfortunately, the Town of Bourne has not been part of the planning process. Bourne public safety officials have not been asked for input as to what impact, if any, the implementation of the emergency traffic plan would have to motorists and residents in Bourne. Additionally, the Regional Emergency Planning Committee has not had any input into the Pilgrim plan and any possible conflicts with the Cape Cod Emergency Traffic Plan.

Entergy, the owner/operator of Pilgrim Station, through their consultant is in the process of updating the emergency plans for Pilgrim Station. This update is due to be published before the end of 2012. Once again, Boume public officials have not been consulted, nor briefed on any of

the pending revisions to the plan. As in other communities surrounding the facility, planning and implementation funding should be made available directly from Entergy to assist Bourne.

It is expected that the NRC, in conjunction with all appropriate agencies and departments will M

establish a formal and deliberate protocol to address the concerns of Bourne immediately.
