Indian Point Units 2 and 3 License Renewal Application NRC Docket Nos. 50-247-LR and 50-286-LR ASLBP No. 07-858-03-LR-BDO1

Dear Secretary Vietti-Cook:

I am writing on behalf of the Mount Kisco Chamber of Commerce and its members to express support for the license renewal of Units 2 and 3 at the Indian Point Energy Center, in Buchanan, New York. It is my understanding that the NRC is considering numerous issues in connection with the license renewal application, including the effect of relicensing on land values in the area near the plants.

Indian Point plays an integral role in preserving local land values. The plant's continued operation is imperative to preventing serious negative economic impacts on surrounding communities, including Mount Kisco.

Municipalities, schools, and services in Mount Kisco depend on the property and sales taxes from the employees who work at the plant and live in our community. Our economic development efforts to attract and retain business in these difficult times will be further hampered by the loss of this key economic driver and local employer. As a commercial hub to neighboring communities, the negative effects for Mount Kisco would be felt throughout Northern Westchester County.

Indian Point is critical to both ensuring electric reliability and minimizing the cost of power for consumers in Mount Kisco and Northern Westchester. The plant's 2000 megawatts of generation accounts for 30% New York City's electric supply, and 11% of power used statewide.

The New York Independent System Operator has stated that Indian Point's closure would drastically reduce grid reliability, resulting in blackouts, economic disruption, and serious safety issues. Further, the loss of Indian Point would cause power rates to soar, with some projections indicating a 5-10 percent increase in wholesale electricity prices statewide. Westchester County's AkA--ý

energy costs are already among the highest in the nation and any further increase will have serious negative impacts.

The economics are simple. As energy prices go up, productivity goes down. In fact, a study from the Westchester Business Alliance indicates that higher energy prices caused by the loss of Indian Point could result in as many as 11,000 fewer jobs, $2.1 billion in cumulative lost wages, and nearly $5.5 billion in cumulative lost economic output throughout the region. For the businesses and residents of Mt. Kisco, these impacts would pose a detriment to local land values and our overall standard of living.

I encourage the ASLB to consider the substantial benefits to the local economy resulting from Indian Point's continued operation and renew its operating license.

Sincerely, B President Mount Kisco Chamber of Commerce cc:
