Radiation Safety Evaluations for the Retained Premises RP-RPP007.00 1.0 PURPOSE This document establishes the West Valley Site Management Program's (WVSMP) requirements for conducting radiation safety evaluations for work involving the potential exposure to radioactive materials or contamination discovered on the Retained Premises in those areas under the purview of Part 50 license, but outside the authority of the West Valley Demonstration Project (WVDP) Act. The WVSMP will perform and document radiation safety evaluations through the preparation of task-specific documentation prior to any work being performed on the aforementioned sections of the Retained Premises.
2.0 SAFETY DOCUMENTATION Radiation Work Permits (RWPs) will be prepared for each task, activity or project that may involve radiological hazards or work with radioactive materials.
The Radiation Safety Officer (RSO), in conjunction with the WVSMP safetystaff and the cognizant Project Manager, will assess the task-specific hazards, including radiation hazards, associated with an activity by:
Defining the scope of work Identifying the potential hazards Determining. applicable hazard controls Documenting the evaluation and establishing the appropriate controls 0
Requiring workers to review and comply with the requirements of the RWP.
The RSO and safety staff will ensure that the safety documentation evaluates and incorporates the following, as appropriate:
Task scope of work Training Hazard identification, evaluation and control Exposure monitoring Site control, including safe work practices Levels of protection and personal protective equipment 0
Decontamination procedures 0
Emergency response, including spill containment Appropriate health physics practices a
"As low as reasonably achievable" (ALARA) considerations Administrative control limits Compliance with 10 CFR Part 20
RP-RPP007.00 Page 2 of 2 3.0 PART 20 RADIATION SAFETY COMMITTEE (RSC) REVIEW Safety documentation will be reviewed by the entire Part 20 RSC at least quarterly for compliance with 10 CFR Part 20: Standards for Protection Against Radiation, and the WVSMP's policies and procedures. If personnel. monitoring or dosimetry are required for a specific activity, the task-specific safety documentation will be reviewed by the Part 20 RSC prior to the work activity. Work activities that do not require personnel monitoring or dosimetry may be initiated prior to Part 20 RSC review as long as the safety documentation has been reviewed and preapproved by the RSO and pertinent safety staff.
4.0 RECORDKEEPING All completed safety documentation as well as pertinent RSC reviews and approvals will be maintained in the WVSMP central files until license termination by the U.S. Nuclear Regulatory Commission.
