Dear Sir or Madam:
I am the Interim Superintendent of the Hendrick Hudson School District, a public school system whose tax base includes the Indian Point Energy Center in Buchanan, NY. I am writing to express my support for the relicensing of Indian Point Units 2 and 3.
It is my understanding that the NRC is considering numerous issues in connection with the license renewal application, including the effect of relicensing on property values in the area near the plants, the potential for alternative energy sources, and environmental justice concerns.
The Hendrick Hudson School District community benefits considerably from Indian Point's presence. Indian Point has approximately 1,100 employees, many of whom are Hendrick Hudson residents, and usually has, on average, another 200 contractors on site, many of whom are local companies. The facility spends $137 million in annual full-time employee payroll, pays $75 million in annual property taxes and revenue sharing with the State of New York, and makes annual donations of roughly $1.5 million to area charities. The Hendrick Hudson School District's 2012-13 budget of nearly $71 million includes a little over $21 million - a sizable 29% - in PILOT (Payment in Lieu of Taxes) payments from Entergy. Our district and related organizations, such as our PTAs, have benefitted from hundreds of thousands of dollars of donations from Entergy. Without Indian Point's substantial contribution to our district's finances, the average Hendrick Hudson homeowner's property taxes would rise by 50% or more. We would witness an exodus of low-and middle-income families forced to sell their homes because they are unable to afford to pay their increased tax bills. From an electric grid reliability standpoint, Indian Point supplies between 25%
and 30% of the electricity for New York City and the lower Westchester County area.
The baseload supply of electricity from the plants helps to maintain the reliability of the electric grid. And that supply of electricity is provided with zero greenhouse gas emissions. We are proud of the rural quality of the Hendrick Hudson community, and we consider ourselves fortunate to have Indian Point as a corporate neighbor whose energy philosophy is compatible with our vision. If Indian Point were closed and replaced with fossil-fuel alternatives, air quality in our community and in the New York City area would be worse. In addition, fuel bills would increase, as demonstrated by the New York City Department of Environmental Protection's 2011 Charles River Associates report. So, not only would our low-income and middle-income families suffer an inordinate increase in their property taxes, they would see their electricity bills go up as well, further exacerbating their financial woes.
Our community would suffer considerable financial and environmental blows from a closure of Indian Point, blows from which it is doubtful we could recover. Indian Point's significant positive economic impact, its important contribution to grid reliability, and its favorable environmental footprint are all factors that help maintain property values in the Hendrick Hudson community. There is no question in my mind that our property values would decrease if the facility were closed. I encourage you to renew the license for Indian Point after you have completed the appropriate safety and environmental reviews.
