OFFICE OF SECRETARY RULEMAKINGS AND ADJUDICATIONS STAFF Re:

Indian Point Units 2 and 3 License Renewal Application NRC Docket Nos. 50-247-LR and 50-286-LR ASLBP No. 07-858-03-LR-BDO1

Dear Sir or Madam:

The Friends of Westchester County Parks, (FWCP) is a 501(c)3 non-profit philanthropic organization with over 25 years of service to the Westchester parkland and recreational community. During these 25 years, the Friends of Westchester County Parks has established a tradition of helping to bridge the budget gap on the state, county and local level by raising thousands of dollars to buy equipment, fund children's programs, provide amenities and support the Westchester County Parks System.

Today, the Friends of Westchester County Parks, Inc. has renewed its pledge to support, maintain and enhance Westchester's Parks, promote their value to the economic, social and aesthetic vitality of our community, and stimulate public participation, interest and support in their preservation. Initiatives by the FWCP include preserving acres of open green space, establishing and maintaining educational programs for children and adults and developing environmental programs to preserve our trees and parkland.

One of our signature programs has been the planting of new trees across Westchester County parks. These trees are planted to replace trees that have been damaged or to plant new ones to provide beauty for our residents while also helping our environment. This program has been a success due to the corporate philanthropy of Entergy.

Entergy partnered with the Westchester County Parks Department to take an important step forward in the reforestation of Kensico Dam Plaza in Valhalla. Through financial support from Entergy, Friends of Westchester County Parks planted 17 new trees of varying species to replace a stand of aged Norway maples that had to be taken down for safety's sake.

It is my understanding that the Nuclear Regulatory Commission is considering numerous issues in connection with the license renewal application for Indian Point including the effect of relicensing on the regional economy and environmental justice concerns.

As the owner of the Indian Point Energy Ceiter, Entergy remains a critical and major employer-donating millions of dollars to a myriad of worthy causes, hospitals, educational institutions, regional associations and municipalities. Without their continuing service to the community and vital investments into non-profit programs and projects such as ours, we willsee a dramatic decrease in the number of non-government groups and associations promoting environmental stewardship and sustainability.

Friends of Westchester County Parks (FWCP) petitions the Atomic Safety Licensing Board and the Nuclear Regulatory Commission to conduct a fair, balanced and through environmental and safety review of the Indian Point Energy Center as part of the license renewal process where the decision will be based on the science and benefit to all aspects of the environment-including our parkland and air.

Sincerely, Joseph A. Stout Executive Director cc:
