D. C. Cook - Draft RAI on Security Plan Revision 8 Helen and Michael:

By letter dated August 2, 2012 (Accession No. ML12219A122), Indiana Michigan Power Company submitted the Donald C. Cook Nuclear Plants Physical Security Plan (PSP), Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP), Revision 8. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The NRC staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.

1. In section 14.4.4, the licensee describes vehicle searches at the protected area. The language in this section was changed to account for Security Frequently Asked Question (SFAQ) 12-06. However, the language in the PSP does not match the resolution to SFAQ 12-06. Describe how the site meets the requirements of 10 CFR 73.55(h)(3)(i) for armed security officers described in section 14.4.4 of the PSP.

Additionally, the licensee should make appropriate changes during the next revision of the sites PSP to ensure the language clearly describes the searches at the protected area in accordance with 10 CFR 73.55(c)(3).

2. In section 7 on page C-38 of the SCP, the licensee describes a weapon used by armed responders. Is this the same weapon described in section 9 of the PSP? If this is not the same weapon, please describe the weapon and training and qualifications necessary to utilize the weapon. Additionally, the licensee should make appropriate changes during the next revision of the sites security plans to ensure the language clearly describes the weapons at the site in accordance with 10 CFR 73.55(c)(3),(4) and (5).

Please contact me to set up a conference call to discuss how the above draft questions can be dispositioned, and to agree on a target date for the licensees response. The above draft questions, as worded in their current form, have been determined by the NRC reviewers to be suitable for public disclosure.
