The public recognizes it is on thin ice after the very late, unannounced, "2011" surprise release of significant changes in EP by NRC/FEMA.

It took quite a few months before the public even knew about the "damage."

Damage indeed.

For example: (1) The 2012 KLD drafts (Pilgrim NPP), like other across the country, are based upon the "staged evacuation" and straight-line Gaussian plume nonsense; 20% shadow evacuation outside the staged evacuation mythical area (folks told to "sit", like trained circus dogs, while the chosen few were instructed to evacuate and those from 10-15 miles, period); and ridiculous telephone surveys - asking respondents what they would do in an emergency, how many vehicles would they use etc -that did not mention to respondents that it referred to (and would be used for) nuclear radiological emergencies, not a storm.

These paper "games" to make the now more densely populated areas with inadequate infrastructure for timely and effective PRAs look workable mean that fewer people, in reality, will in fact dodge the bullet - because plans are not developed for what WILL happen in reality.

We do not need Lewis Carroll continuing to write these plans; nor do we need NRC/FEMA meetings held in a couple of obscure places with little publicity to the national public for "public input." The excuse that folks who work can somehow take the day off to access the meetings by phone or video conference is ludicrous.

Fukushima should, but did not, teach those responsible (or irresponsible) anything. Next stop Fukushima here. Sadly, it should not but will require that to wake you folks up.

August 7, 2012 Ms. Lampert:

Thank you for your response and comments on the upcoming public meetings for the planned revision to NUREG-0654/FEMA-REP-1, "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants" (Revision 1, November 1980).

Our intent with these initial meetings is to start a conversation with interested stakeholders, including State, local, and industry emergency management professionals, and members of the public like yourself. As such, our intent is to use these public meetings to simply outline what general areas both FEMA and NRC are considering for the planned revision and why, discuss the proposed revision process and time line, and to receive stakeholder feedback. These discussions will include opportunities for stakeholder participation and involvement prior to the start of the actual revision process. No specific changes to the guidance document will be discussed, nor any draft revision developed prior to these initial public meetings. NRC and FEMA will use the feedback received to inform our proposed process and jointly formalize plans for the revision of NUREG-0654/FEMA-REP-1, which will include further engagement of including State, local, and industry emergency management professionals, and members of the public.

At this time, we feel that the proposed two public meetings, with web-based and teleconferencing capability, are sufficient to have initial conversations on the planned document revision. Moving forward, the use of web-based technologies and teleconferencing will continue to be an important element of our outreach effort in order to minimize the need to travel in order to participate in future public meetings on the planned revision to NUREG-0654/FEMA-REP-1.

We look forward to Pilgrim Watch's involvement in this revision process as we move forward on this multi-year effort.

Pilgrim Watch finds it unacceptable that only two meetings appear to be scheduled -one in Kansas and the other in Rockville.

If more are scheduled, please provide information.

We believe that there should be multiple meetings. They should be held in every Region of the country, centrally located based on reactor locations, and assurance provided that they are well advertised, transcribed, and accessible by phone and web.
