ME7337 - State Consultation - Duane Arnold Energy Center License Amendment This email documents a phone call to you on August 7, 2012. I left a corresponding telephone message concerning this licensing action that we are processing. Details follow:

Pursuant to 10CFR50.91(b), State Consultation, I am notifying you that the NRC is currently processing an amendment (internally identified at this time as TAC Number ME7337) for the Duane Arnold Energy Center (DAEC). The NRC staff has determined that the amendment request involves no significant hazards consideration. The analysis on the issue of no significant hazards consideration is published in the Federal Register on page 76 FR 35075 (dated June 12, 2012)

NextEra Energy Duane Arnold requested a modification of existing Technical Specification Surveillance Requirement (SR) 3.4.3.2, SR 3.5.1.9, and SR 3.6.1.5.1, to provide an alternate means for testing of the steam safety/relief valves (SRVs). The change allows for demonstrating the capability of the SRVs to perform their function without requiring the valves to be cycled with steam pressure while installed in the plant, in accordance with the Inservice Testing Program.

The current amendment is in response to an application dated September 29, 2011 (Agencywide Document and Management System (ADAMS) Accession No. ML112720444, as supplemented by letter dated March 12, 2012 (ADAMS Accession No. ML12090A580).

Also on September 29, 2011(ML112720486) in a related licensing action identified as TAC ME7336, the licensee requested relief from the requirements of the American Society of Mechanical Engineers (ASME)

Code for Operation and Maintenance of Nuclear Power Plants (OM Code) inservice testing (1ST) requirements for the DAEC. Specifically, the licensee requested to use an alternative to testing conditions, locations, and frequencies, pertaining to the testing of the main steam safety/relief valves (SRVs) PSV4400, PSV4401.

PSV4402, PSV440S, PSV4406, and PSV4407. The NRC authorized the requested alternative in a letter dated July 11, 2012 (ML12170A421). ME7337 and ME7336 are companion licensing actions.
