RESPONSE TO YOUR LETTER (SERIAL NO. 12-112A) PERTAINING TO MILLSTONE POWER STATION UNIT 3 FINAL OPEMTOR LICENSE APPLICATION
Dear Mr. Scace,
This letter is in response to your subject letter. In that letter you referred to a Millstone Power Station Unit 3 direct senior reactor operator (SRO) applicant who did not pass the SRO portion of the written examination which was administered on July 18,2011. Because this individual passed the operating examination and the reactor operator (RO) portion of the written examination, NUREG 1021, Rev. 9 Supplement 1, Section ES-204 Paragraph D1.a, allows you to request a waiver to grant an RO license without the individual having to retake an entire RO initial examination. Your letter requested this waiver, as well as, waivers for a physical examination and for the deferral of completion of six months experience as a non-licensed operator.
ln accordance with NUREG 1021, we forwarded your waiver requests, the information you provided, and our recommendation to our program office in U.S. Nuclear Regulatory Commission (NRC) headquarters. Their review concluded that Region I can grant the waivers.
Therefore, in order for Region I to issue the applicant an RO license, please provide NRC Region I written confirmation that the applicant has completed the required six months of non-licensed experience and that the applicant is maintaining a current and satisfactory status with respect to your facility's licensed operator requalification training program.
