Enclosed please find a set of the Final Exercise Reports for the J. A. FitzPatrick radiological emergency preparedness exercise conducted on June 21-23, 2011. The first of these reports, dated July 19, 2012, describes the Plume Phase of the exercise on June 21, 2011 and also includes a number of related out-of-sequence drills and demonstrations that were completed after the exercise.
The second of the reports, also dated July 19, 2012, describes the Post-Plume Phase of the exercise.
The State of New York and local emergency response organizations successfully demonstrated the capabilities to implement their off-site radiological emergency response plans and procedures, based on the evaluation of this exercise by the Regional Assistance Committee and a team of Federal evaluators. There were no deficiencies identified. A total of three new Areas Requiring Corrective Actions (ARCAs) were assessed, along with two Planning Issues. All seven prior ARCA's were corrected.
Therefore, we find that State and local preparedness is adequate to protect the health and safety of the public living in the vicinity of the J.A. FitzPatrick Nuclear Power Plant and that there is reasonable assurance that appropriate measures can be taken offsite in the event of a radiological emergency.
