- Prema, FENOC has not provided anything in writing. They spent a fair amount of time explaining all the discovered errors to me on the phone so I could document them in a telecon summary. Unofficially FENOC said that they plan on resubmitting the supplement no sooner than March 30, 2012 (could be later). Our schedule letter essentially states that until we get the supplement and review the extents of the changes, that we can not make a determination on the future schedule.
The milestone dates are going to be changed to TBD The errors that FENOC discovered in the SAMA analysis however did not relate to the shield building. The SAMA contention (through the hearing process) that was filed this month did relate to the shield building and it was tied to SAMA however I haven't been given any information regarding wether or not FENOC will address this item in this supplement nor have I recieved a response from the Division of Risk Assesment regarding the NRC's opinion on wether this item will be requested. Its a new issue that hasn't been reviewed fully at this time.
Ultimately our delay relates to transparency. FENOC indicated the SAMA analysis had errors and it was at least my opinion that we shouldn't be publishing the results of our review after being informed there were errors, especially since we had the opportunity to with hold the release.

RE: Davis-Besse Draft SEIS is Delayed Hi Paula, Has the utility sent us anything formal in writing documenting these SAMA issues. I assume the utility would be formally submitting something to us documenting why they are providing a supplement sometime later on.
The reporter is wanting to know if this is somehow related to the DB shield building issue. The delay is not clear about why its actually happening. I was not on the call but can we say it has nothing to do with the shield building. Do we plan on issuing a confirming letter to the utility documenting the issues they have brought to the NRC's attention. Will this be publically available and how soon?

- Prema, I'm at the PDC (training) this week and I apologize for the delayed response.
I had a telephone conference with FENOC on I believe it was January 13 where they indicated errors were found in their SAMA analaysis.
The actual telecon summary has not been issued at this time and is going through the concurrence process, including legal review prior to issuance.
The schedule change letter is also referencing the errors discovered by FENOC and is going to have legal review as well prior to issuance.
As all are aware by now SAMA is a topic currently in hearing and I'd like Brian Harris (OGC) to review the information we plan to issue prior to actually making it Publicly available.
I don't foresee any misinformation in the documents but the final reviews by OGC and management have not occured at this time so this topic is in gray area at the moment.
I should have the details sorted by tomorrow or latest Monday so I prefer to not providing too much detail (specific errors found, etc) for media purposes until I'm confidant what is in the telecon and schedule letter is the right information and legal has given the thumbs up.
I'll be in the office for a short time from approx 4:15-5:00 if you'd like to discuss any of the items or have any questions.

Benny has given me some good information and I've spoke to Brain Harris about the issue as well. Brian was very helpful and he is looking into some details for me. Depending on what he finds out, that will help me determine if I need to contact the others for information. I have already left a message for Paula so may end up trying Dave.

- Benny, I tried to contact Prema but I guess she's on her way to meet Toledo's Reporter. Prema needs to contact the environmental projects Branch Chief Dave Wrona (301-415-2292) and DB environmental PM Paula Cooper (301-415-2323) for more details on the delay of the SEIS and SAMA deficiencies.
