FW:DB Containment (system) Writeup Attached is a one pager on the Shield Building/Containment Vessel system at Davis Besse, which supports the staff's position that Davis Besse Technical Specifications do not allow the plant to transition beyond Mode 5 in its current condition. Our view is that the licensee has not established reasonable assurance that the Shield Building/Containment Vessel system can fulfill its safety functions. The licensee's position, during discussions with the Resident Office this morning, is that they have reasonable assurance (based on engineering judgment) and that they can go forward and change modes beginning on Monday, November 21 (current schedule is Mode 4 around 11 am local time).

The attachment is for your use in case you are contacted by FENOC senior management regarding this isyue..-

The current plan is for the residents to conduct containment closeout inspections on Sunday (following the licensee's inspections). If we get any indication that they have a heat up and return to criticality plan in place for Monday, we will notify you. We have a verbal commitment from them to discuss any proposed Mode changes with our senior management before they go forward.
