Planned Actions to Facilitate Planned Maintenance of 6.9 Kilovolt and 480 Volt Shutdown Boards at Sequoyah Nuclear Plant, Units 1 and 2 Tennessee Valley Authority (TVA) is preparing an application to convert the current Technical Specifications for Sequoyah Nuclear Plant (SQN) to Improved Technical Specifications based on NUREG-1431, "Standard Technical Specifications -

Westinghouse Plants," Revision 4.

In parallel with that project, TVA has evaluated actions that would be required in order to facilitate the scheduling of maintenance activities on the 6.9 Kilovolt (kV) and 480 Volt (V) shutdown boards in the electrical distribution system at SQN.

The current SQN Technical Specifications have been evaluated by TVA and draft SQN Improved Technical Specifications are being developed. WVA has also evaluated design of the plant electrical distribution system and the loads supplied by the affected electrical boards. The need for plant modifications has been reviewed that, in conjunction with the conversion to improved Technical Specifications, would permit the scheduling of maintenance on individual 6.9 kV and 480 V Shutdown Boards with one unit shutdown and the other unit in Modes 1, 2, 3, or 4.

The Improved Technical Specification application is in development and WVA currently projects submittal by February 28, 2013. A preliminarily set of potential plant modifications has been identified that would be required to ensure the operability of required systems during a planned maintenance activity on the 6.9 kV or 480 V shutdown boards. Such modifications may include transfer switches on the power sources for specific existing loads. Further engineering design activities will need to be Printed on recycled paper

U.S. Nuclear Regulatory Commission Page 2 July 17, 2012 performed to develop the details of specific modifications. The actions to perform these engineering design activities are being tracked in TVA's Corrective Action Program.

A letter with the status of this effort will be submitted by TVA, including an updated projection of the submittal of the Improved Technical Specification application and the status of modification design efforts by October 26, 2012.

There is one new regulatory commitment contained in this letter as described in the enclosure.
