Re: Davis-Besse Draft CAL Michele FENOC continues to work on addressing R3 and NRR tech. staff questions with the Davis-Besse shield building concrete cracks.
FENOC has relied significantly on engineering judgment throughout much of the issue. This has been appropriately challenged by NRC staff to ensure FENOC's assumptions are reasonable and include an appropriate basis to support them. In several cases this has caused FENOC to rethink their approach and provide additional documentation with sufficient detail to support their engineering judgment.
Based on the discussion today, more work remains for FENOC. Most notably, FENOC needs to provide updates to two calculations previously submitted to NRC for review. The current schedule would have the calcs. submitted to NRC this Wed.- Thurs.
FENOC continues to discuss their desire to move from Mode 5 to Mode 4 and perhaps up to Mode 2. Until FENOC provides reasonable assurance that the shield building can perform it's intended function and is therefore operable, the Tech. Specs. do not allow for the Mode change.
Region 3 management will have a call with FENOC management later today.

Attached is a draft CAL prepared by Region 3. It will need your review and concurrence for NRR on Monday. I reviewed it and don't have any comments. I recommend that you review it, so you are prepared for when it officially comes to NRR for review and concurrence.
Region 3 sent inspectors back to Davis Besse today. They continue to talk with FENOC folks about the shield building and their documentation/calculations on the cracking issue.
Steve Reynolds called me at home tonight to inform me that there will be an internal NRC call tomorrow (Sunday) at 12 noon to discuss the current status and the technical issues associated with the cracking. A bridge number is being set up and will be emailed out by Region 3. I plan to call in. I don't think it is necessary for you to be on the call, unless you would like to.
I'll keep you informed as this activity progresses.
