Peach Bottom Atomic Power Station Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program Revision 12 In accordance with 10 CFR 50.54, "Conditions of licenses," paragraph (p)(2), Exelon Generation Company, LLC (EGC) is submitting Revision 12 to the Peach Bottom Atomic Power Station (PBAPS) Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program (Security Plan). The changes to the PBAPS Security Plan were implemented on July 13, 2012. In accordance with 10 CFR 50.54(p)(2), EGG is submitting this change within 60 days of implementation (I.e., no later than September 10,2012).
The PBAPS Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program have been revised to:
- 1. Incorporate template changes contained in NEI 03-12, revision 7, Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Indipendent Spent Fuel Storage Installation Security Program.
- 2. Remove text from Appendix B Task 23 based on NRC staff recommendations contained in Security Frequently Asked Question (SFAQ) 12-03.
- 3. Incorporate revised text regarding the definition of "Watchperson" in Appendix A and test into Section 3.1 in Appendix B based on NRC staff recommendations contained SFAQ 12-04.
- 4. Include revised language regarding Appendix C, Event 21 based on NRC staff recommendations contained in SFAQ 12-05.

- 5. Revised second paragraph of section 14.4.4 regarding search requirements of armed security officers re-entry into PA based on NRC staff recommendations contained in SFAQ 12-06.
- 6. Appendix C, Section 4.3 revised to reflect the correct section referencing the Contingency Plan.
EGC has concluded that the changes do not decrease the safeguards effectiveness of the PBAPS Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, and Independent Spent Fuel Storage Insta"ation Security Program. contains Safeguards Information. Therefore, EGC requests that t~is information be withheld from public disclosure in accordance with 10 CFR 2.390, "Public inspections, exemptions, requests for withholding," paragraph (a)(1 )(i), and 10 CFR 73.21, "Requirements for the protection of safeguards information," paragraph (b)(1)(i).
