REQUEST FOR ADDITIONAL INFORMATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION 2012 DECOMMISSIONING FUNDING STATUS REPORT FOR LA CROSSE BOILING WATER REACTOR The requests for additional information (RAIs) provided below are in response to the 2012 Decommissioning Funding Status (DFS) report for La Crosse Boiling Water Reactor. On March 26, 2012, Dairyland Power Cooperative (DPC) submitted to the U.S. Nuclear Regulatory Commission (NRC) the 2012 DFS report La Crosse Boiling Water Reactor (LACBWR), as required under Title 10 of the Code of Federal Regulations (10 CFR) 50.75(f)(1). (Agencywide Documents Access and Management System Accession No. ML12101A210).
RAI #1: Decommissioning Costs On March 26, 2012, DPC provided the following radiological decommissioning costs associated with license termination for LACBWR:
The amount of decommissioning funds estimated to be required pursuant to 10 CFR 50.75(b) and (c) is $69,846,063 in 2011 dollars. Certain decommissioning activities in the amount of $24,127,338 were completed during the timeframe of 2005 through 2007 for the removal of the LACBWR Reactor Pressure Vessel (RPV) and the permanent disposal of the RPV at the radioactive waste disposal site in Barnwell, South Carolina, as well as removal of additional Class B and Class C low-level radioactive waste. As of December 31, 2011, Dairyland has withdrawn
$18,154,154 from the Dairyland Power Cooperative Nuclear Decommissioning Trust (DPC - NDT) for this decommissioning work with the last withdrawal occurring on April 16, 2007. There have been additional expenditures for activities under the decommissioning plan for which Dairyland has not been reimbursed, no additional withdrawals occurred in 2011. There are plans to withdraw funds in 2012 for decommissioning expenses expected to be incurred by Dairyland during the year.
Per 10 CFR 50.75(f)(1),
The information in this report must include, at a minimum the amount of decommissioning funds estimated to be required under 10 CFR 50.75(b) and (c).
Provide the amount of decommissioning funds estimated to be required based on the formula from 10 CFR 50.75(b) and (c). Provide the total and remaining decommissioning costs estimated to be required pursuant to 10 CFR 50.75(b) and (c) as indicated in the most recent site-specific cost estimate for LACBWR.

RAI #2: Citation for Site-Specific Study On March 26, 2012, DPC indicated that LACBWR was placed in SAFSTOR status as of May 1, 1987, and is scheduled to begin final decommissioning in 2019. You also indicated that you gave notification to the NRC in December 2010 of a change in schedule to accelerate the removal of radioactive metal from the LACBWR facility, after the LACBWR spent fuel is transferred to the Independent Spent Fuel Storage Installation.
Per 10 CFR 50.75(e)(1)(i) and (ii),
The licensee must specifically describe the safe storage period in order to take credit for projected future earnings when it uses a site-specific estimate as the basis for using the prepayment or external sinking fund methods of financial assurance.
Provide the most recent site specific cost estimate for LACBWR, unless it was previously submitted to NRC. If the cost estimate was previously submitted to NRC, then provide a reference to its submittal. The site-specific cost estimate should include a summary schedule of annual expenses, projected earnings, and end-of-year fund balances, expressed in 2011 dollars.
Pursuant to 10 CFR 50.75(b), the cost estimate shall be in an amount that may be more, but not less, than the amount estimated to be required under 10 CFR 50.75(b) and (c).
