Regarding the Seismic Aspects of Recommendation 2.3 of the Near-Term Task Force (NTTF) Review of Insights from the Fukushima Dai-ichi Accident

Enclosure 3 of Reference 1 contains specific Requested Actions, Requested Information, and Required Responses associated with Recommendation 2.3: Seismic. U.S. Nuclear Regulatory Commission Page 2 July 10, 2012 Reference 1 for Recommendation 2.3: Seismic, for its licensed operating plants (Browns Ferry Units 1, 2 and 3; Sequoyah Units 1 and 2; and Watts Bar Unit 1).

TVA notes that, as stated in the cover letter for Reference 1, "information requests in Enclosures 3 and 4 are not applicable to holders of construction permits under 10 CFR 50."

Therefore, the following response is not applicable to Bellefonte Units 1 and 2 or Watts Bar Unit 2. of Reference 1, titled "Recommendation 2.3: Seismic," states that in accordance with 10 CFR 50.54(f), an addressee must respond as below, specifically:

Within 120 days of the date of this information request, the addressee will confirm that they intend to. use the NRC-endorsed seismic walkdown procedures or provide to the NRC a description of the process that will be used to conduct the walkdowns and to develop the needed information.

TVA confirms it intends to use the seismic walkdown guidance (EPRI 1025286, "Seismic Walkdown Guidance for Resolution of Fukushima Near-Term Task Force Recommendation 2.3:

Seismic) as endorsed by NRC in Reference 2 as the basis to conduct the walkdowns and develop the needed information for Browns Ferry, Sequoyah and Watts Bar Unit 1.

The response in this letter describes the methodology that TVA will use to conduct the seismic walkdowns and thereby meet the regulatory requirements in Reference 1, but does not identify any additional actions to be taken by TVA. Therefore, this letter contains no regulatory commitments.
