Energy Northwest has revised the subject document, hereinafter referred to as the plan, and determined that the changes do not decrease the safeguards effectiveness of the plan. In accordance with 10 CFR 50.54(p)(2), a report containing a description of each change made in Revision 16 of the plan is provided in Enclosure 1. The revised plan is provided in Enclosure 2. contains security sensitive information as defined by 10 CFR 2.390(d) and should be withheld from public disclosure. Protect this information accordingly. contains safeguards information and should be protected in accordance with 10 CFR 73.21.
