Dear Mr. Davis:
The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Fermi Power Plant.
The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. James W. Davis, Training Director, Fermi Power Plant. Note that any examination waivers and application denials have been addressed in separate correspondence.
The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the week of March 19,2012. The NRC staff will administer the operating tests during the week of March 19, 2012. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1 021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9718.
Please contact your Chief Examiner, Mr. Michael Bielby, at 630-829-9762, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

Dear Mr. Davis:
In a telephone conversation on August 9, 2011, between Mr. T. Barrett, Exam Lead and Mr. M. Bielby, Chief Examiner, arrangements were made for the administration of licensing examinations at the Fermi Power Plant, Unit 2, during the week of March 19, 2012. In addition, the U. S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of February 27,2012.
As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by January 6, 2012. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by February 3, 2012.
Pursuant to Title 10, Section 55.40(b){3), of the Code of Federal Regulations (10 CFR
- 55..40(b)(3>>, an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.
In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.
Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

Dear Mr. Davis:
In a letter dated July 27,2009 (NRC-09-0047), your staff notified us that the number of applicants scheduled to take the Initial License Examination scheduled for the weeks of August 23 and August 30, 2010, had declined below nine applicants. In that letter you requested that the initial license examination be administered during the week of August 30, 2010, and the examination validation week be conducted during the week of August 9,2010. We have adjusted our schedule to comply with your request and the examination and validation of the examination will occur during the weeks you have requested.
In addition to the August 30, 2010, examination, you are scheduled to have an initial license examination during the weeks of March 19 and March 26,2012, and another examination during the weeks of September 2 and September 9, 2013. In the unlikely event that we are unable to support these examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date.
We understand that our staff will develop the August 2010 examination and your staff will develop the examination scheduled in 2012 and 2013 unless we discover the need for the NRC to develop an examination. Please inform us if the number of candidates declines below ten for the 2012 or 2013 examinations as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for any examination.
A supplementary letter will be sent to the training department manager approximately 120 days prior to each initial examination. The letter will provide the training staff the chief examiner's name, an outline of examination security expectations, and a list the materials required by the NRC to conduct the examination. The letter will reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Request to Revise Initial Licensed Operator Examination Dates This letter formalizes communications between Mr. Scott Schmus of the Fermi 2 training staff and Mr. Dell McNeil of NRC Region III regarding the scheduling of initial licensed operator examinations at Fermi 2. SpecifIcally, this letter is to inform the NRC of the need to revise the previously proposed examination date for the initial operator license examination scheduled to take place during the two week period of August 23, and August 30,2010 (Reference 2).
Due to the size of the initial licensed operator class being less than ten candidates, Detroit Edison no longer requires two weeks for administration of its 2010 NRC examination and requests that it be administered during the week of August 30, 2010. Additionally, Detroit Edison requests that the on-site validation of this examination, by the NRC, be conducted during the week of August 9, 2010.

On-site validation of the examinations will occur approximately three weeks prior to the start of the examination. Request to Revise Initial Licensed Operator Examination Dates This letter formalizes communications between Scott Schmus and Tim Horan of the Fermi 2 training staff and Mr. Dell McNeil ofNRC Region III regarding the scheduling ofinitial licensed operator examinations at Fermi 2. Specifically, this letter informs the NRC of the need to revise the previously proposed prim<;U'y and alternate dates for the initial operator license examination requested in Reference 2.
Detroit Edison requests that an examination be administered with a primary date during the week of August 23,2010. Ifthis date is not available, then an alternate date during the week of November 1, 2010 is requested. Please note that Refueling Outage 14 (RF14) at Fermi 2 is currently scheduled from September 25,2010 to October 25,2010. Therefore, Detroit Edison requests that if the alternate date is chosen as the exam date, that examination validat,ion be conducted prior to the week of September 13, 2010. This will ensure that adequate resources are available from the operations and training departments for the validation process before RF 14 begins.

SUMMARY
2008-16 PREPARA1-ION AND SCHEDULING OF OPERATOR LICENSING EXAMINATIONS ADDRESSEES All holders of operating licenses and applicants for nuclear power reactors, except those who have permanently ceased operations and have certified that fuel has been permanently removed from the reactor vessel.
INTENT The U.S. Nuclear Regulatory Commission (NRC) is issuing this regulatory issue summary (RIS) to inform addressees of the NRC staff's need for updated information on projected site-specific operator licensing examination schedules, as well as the estimated numbers of applicants planning to take operator licensing examinations and the NRC's generic fundamentals examinations (GFEs). This information will help the NRC to more effectively use its resources.
This RIS requires no action or written response on the part of addressees. Addressee actions to collect and transmit the information requested are strictly voluntary.
BACKGROUND INFORMATION Title 10 of the Code of Federal Regulations (10 CFR) Section 55.40 (b), "Written Examinations and Operating Tests," permits nuclear power facility licensees to prepare, proctor, and grade the written examinations required by 10 CFR 55.41, "Written Examination: Operators," and 10 CFR 55.43, "Written Examination: Senior Operators," provided that they satisfy certain conditions. Under 10 CFR 55.40, facility licensees are also permitted to prepare the NRC administered operating tests required by 10 CFR 55.45, "Operating Tests." Pursuant to 10 CFR 55.40(c), facility licensees that choose not to prepare their own examinations and operating tests must request in writing that the NRC prepare the examination and the operating tests.
In RIS 2007-17, "Preparation and Scheduling of Operator Licensing Examinations," dated July 12,2007, the NRC asked facility licensees to submit proposed schedules of examinations that they intended to prepare and estimate the number of applicants to be tested in site examinations and GFEs in calendar years (CYs) 2008 through 2011.
RIS 2008-16 Page 2 of4 The objective of this RIS is to update examination schedules and applicant estimates for CYs 2009 through 2011 and add an estimate for CY 2012.
SUMMARY
OF THE ISSUE The NRC uses about twice as many resources to prepare an examination as to review, approve, administer, and document a facility-prepared examination. The number of examinations administered by licensees fluctuates from year to year. Consequently, the NRC has found it helpful to request an annual update of power reactor facility licensees' initial operator licensing examination needs. Moreover, with the antiCipated number of new operator positions that will need to be filled for new plants, the differences in upcoming years could be significant.
Therefore, we request that you evaluate your response to this RIS in this light, particularly for the latter years. For those utilities that are not planning to construct a new plant, your response should consider the impact of licensed operators moving between utilities to fill the many anticipated openings in the future. The update should include an estimate of the number of applicants to be examined and whether the licensee or the NRC will prepare the exam. This information will help the NRC budget its resources. The NRC regional offices will continue to coordinate specific examination dates with the training managers of affected facility licensees.
The NRC is requesting that each licensee provide the following information on NRC Form 536, "Operator Licensing Examination Data" (enclosed):
A. Proposed Examination Preparation Schedule Estimate the number of examinations you intend to prepare and the number of examinations you will request the NRC to prepare during CYs 2009 through 2012. For examinations that facility licensees will prepare, the NRC will assume that each examination includes the required outline, the written examination, and the operating test unless otherwise specified. Joint NRC/licensee examination development is permitted and should be coordinated with the NRC regional office.
B. Initial Operator License Examinations For each desired examination, estimate the number of applicants to be tested and enter the proposed primary and alternate dates of examination. If you are requesting more than one examination per CY, split the applicable column or use additional forms as necessary to cover all the examinations through CY 2012.
C. Proposed Generic Fundamentals Examination Schedule Estimate by month the number of applicants who plan to take the GFE in CYs 2009 and 2010.
As requested by the industry, the NRC now administers the GFE four times a year.

Any action on the part of addressees to collect and transmit operator licensing examination data in accordance with the guidance contained in this RIS is strictly voluntary and, therefore, is not a backfit under 10 CFR 50.109, "Backfitting.>>
Consequently, the NRC staff did not perform a backfit analysis.
FEDERAL REGISTER NOTIFICATION The NRC did not publish in the Federal Register a notice of opportunity for public comment on this RIS because it pertains to an administrative aspect of the regulatory process that involves the voluntary submission of information on the part of addressees.
