NRC Letter, "Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f Regarding Recommendations 2.1, 2.3, and 9.3, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident," dated March 12, 2012.
On March 12, 2012, the Nuclear Regulatory Commission (NRC) staff issued the referenced letter. of the letter contains specific Requested Actions and Requested Information associated with Recommendation 9.3 for Emergency Preparedness (EP) programs. In accordance with 10 CFR 50.54, "Conditions of licenses," paragraph (f), addressees were requested to submit a written response to the information requests. The letter also specified due dates for written responses.
In accordance with the referenced letter, on May 9, 2012, Virginia Electric and Power Company (Dominion) submitted an alternative course of action for providing the requested information. The alternative course of action included revised information due dates and the basis for those dates. As described in the alternative course of action, this letter transmits the responses to the following information requests.

Methods for Notification Under Degraded Communications Capabilities:
Assumptions:
- 1. On-site communications infrastructure remains available.
- 2. Offsite infrastructure supporting communications systems are inoperable in a 25 mile radius area surrounding the plant site.
- 3. Communications infrastructure in locations beyond the 25 mile radius area is not significantly impacted by the event.
- 4. Communications equipment located at an offsite response facility, and supplied from a backup power source, remains available.
Note: Assumptions are consistent with the EP communications assessment being performed as specified in the 60 day response to the March 12, 2012 Information Request.

It will be designed to provide information to enable augmented ERO personnel to respond to the event more effectively.
ERO members outside the 25 mile zone, or those within the 25 mile zone with car radios or other battery-powered radios, would be able to receive these broadcasts.

Methods for Site Access Following Large Scale Natural Event:
Method Description Estimated Completion Date Roadway There is one major roadway into the Surry Power Station: State Route 650 (Hog Island Road). State Route 650 intersects State Route 617 (Bacons Castle Trail) and then State Route 628 (Burnt Mill Road) approximately 5 miles from the Owner Controlled Area checkpoint.
Directly or indirectly from this intersection, Routes 617, 628 (via Route 627, Mantura Road, or Route 676, Fort Hunger Drive), and 650 lead to Route 10 (Colonial Trail East in Surry County and Old Stage Road in Isle of Wight County). Route 10 runs northwest and southeast as it connects to the road network.
From population centers on the north side of the James River, access to the station may depend on functionality of the Benjamin Harrison Bridge (Routes 106/156), the Jamestown-Scotland Ferry (Route 31), and the James River Bridge (Routes 17/32/258).
From the southeast, access to the station may depend on functionality of bridges in the Bridge Road (Route 17) corridor (the Hazelwood Bridge over the Chuckatuck Creek between Isle of Wight and the City of Suffolk and Mills E. Godwin Bridge over the Nansemond River in the City of Suffolk).
An agreement is in place with the Virginia State Police to permit passage of Virginia Electric and Power Company (Dominion) personnel if roads are closed, but safe passage is possible.
Inside the Owner Controlled Area checkpoint, Route 650 crosses over the Discharge Canal. The Local Emergency Operations Facility (LEOF) is on the north side of the Discharge Canal and in the event Agreement is in place.
