By [[letter::L-2010-101, Comment (1) of Larry Nicholson, on Behalf of Florida Power & Light Co., on Proposed NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants; Branch Technical Position (BTP) 7-19, Guidance for .|letter dated May 25, 2010]], NextEra Energy Seabrook, LLC, submitted an application pursuant to 10 CFR Part 54, to renew the operating license NPF-86 for Seabrook Station, for review by the U.S. Nuclear Regulatory Commission (NRC or the staff). The staff is reviewing the information contained in the license renewal application and has identified, in the enclosure, areas where additional information is needed to complete the review.

Enclosure SEABROOK STATION LICENSE RENEWAL APPLICATION REQUESTS FOR ADDITIONAL INFORMATION Set 18 RAI B.2.1.10-3
Background:
In its response to RAI B.2.1.10-1 and B.2.1.10-2 dated January 13, 2011, regarding the Steam Generator (SG) Tube Integrity aging management program (AMP), the applicant provided Commitments 54 to submit a plant-specific AMP for managing the tube-to-tubesheet welds in the case the permanent approval of an alternate reactor coolant pressure boundary (RCPB) cannot be gained. The applicant also provided Commitment 55 to inspect the SG divider plate assembly. The plant-specific AMP for the tube-to-tubesheet welds would entail either a one-time inspection or analytical evaluation to manage aging effects for the welds.
Issue:
Rather than providing specific aspects of the plant-specific AMP (i.e., through the evaluation of the 10 AMP elements), Commitment 54 only provides a synopsis of the AMP. In addition, Commitment 55 is not captured as part of an enhancement or augmentation to the SG Tube Integrity programs updated final safety analysis report (UFSAR) supplement description.
Request:
(a) Provide details of the plant-specific AMP or appropriate enhancements to other AMPs for management of SG tube-to-tubesheet welds.
(b) Provide information regarding the one-time inspection of the divider plate assembly in the UFSAR Supplement for the SG Tube Integrity program.
This request is for closure of Open Item OI 3.0.3.2.2-1 in the safety evaluation report with open items.
