On March 12, 2012, the NRC issued Reference 1 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 4 of Reference 1 contains specific Requested Actions, Requested Information, and Required Responses associated with Recommendation 2.3 for Flooding Walkdowns. This is TVA's 90 day consolidated fleet response to Reference 1 for all of its licensed operating plants (Browns Ferry Units 1, 2 and 3; Sequoyah Units 1 and 2; and Watts Bar Unit 1).

U.S. Nuclear Regulatory Commission Page 2 June 11, 2012 For NTTF Recommendation 2.3: Flooding, Enclosure 4 of Reference 1 states that in accordance with 10 CFR 50.54(f), an addressee must respond as below, specifically:
Within 90 days of the date of this information request, the addressee will confirm that it intends to use the NRC-endorsed flooding walkdown procedures or provide the NRC a description of the process that will be used to conduct the walkdowns and to develop the needed information.
It is noted that, as stated in the cover letter for Reference 1, "information requests in Enclosures 3 and 4 are not applicable to holders of construction permits under 10 CFR 50."
Therefore the following response is not applicable to Bellefonte Units 1 and 2 or Watts Bar Unit 2.
As required by Reference 1, TVA confirms that it intends to use the flooding walkdown procedure (NEI 12-07, Guidelinesfor Performing Verification Walkdowns of Plant Flood Protection Features)endorsed by NRC as indicated in Reference 2 as the basis for the flooding walkdowns at Browns Ferry, Sequoyah and Watts Bar Unit 1.
TVA plans to comply with the response timeline in Enclosure 4 of Reference 1. Specifically, TVA will submit a report documenting the results of. its flooding design basis walkdowns at its licensed operating sites on November 27, 2012, which corresponds to 180 days after NRC endorsement of the generic guidance.
Because the response provided in this letter is required by Reference 1, it is considered to be a regulatory requirement. Therefore, this letter contains no regulatory commitments.
