Acceptance for Review - Monticello application for amendment re.the 1AR Transwformer (TAC ME8763)
Pete and Rick:
The NRC staff found the Monticello 5/25/12 application for amendment regarding the 1AR Transformer acceptable for review per the guidance of NRR Office Instruction LIC-109.
The NRC staff has written a proposed no-significant-hazards-consideration (NSHC) determination and forwarded it to the Office of Federal Register for publication. It is expected to be published on 6/26/12. Thus, the public comment period is expected to end on 8/25/12, making it the earliest possible date on which the amendment could be issued, assuming the technical review is completed by then. Timely completion of a review, as you know, is contingent upon the licensees timely and acceptable response to any Requests for Additional Information. I understand that Northern States Power Company had requested the staff to review this application as quickly as possible. However, unless you invoke the provisions of 10 CFR 50.91 regarding exigent or emergency circumstances, the schedule described in this paragraph is the fast possible turnaround time.
