Background

By letter, dated March 9, 2012, the staff issued several requests for additional information (RAI) regarding clarificat10n of scoping boundaries as found in the license renewal boundary drawings. The response to the RAls, provided by letter dated March 20, 2012, described in each instance which of the existing scoping boundaries were either correct or that the scoping boundaries were going to be revised on the license renewal boundary drawings. The following RAls in the March 20, 2012, letter were identified in the RAI response that the license renewal boundary drawings were going to be revised:

  • RAI2.3.3-01 (LR-M-78 Sheet 1; LR-M-20 Sheets 4,5,7,10,11, and 13; LR-M-44 Sheet 1; and LR-M-51 Sheet 4)
  • RAI2.3.3.12-01 (LR-M-10 Sheet 3 and 8)
  • RAI2.3.3.14-01 (LR-M-59 Sheet 1)
  • RAI 2.3.3.14-02 (LR-M-59 Sheet 3)
  • RAI 2.3.3.22-01 (LR-M-23 Sheet 7)
  • RAI2.3.3.22-02 (LR-M-23 Sheet 4)
  • RAI 2.3.4-01 (LR-M-41 Sheet 2; LR-M-49 Sheet 1; LR-M-50 Sheet 2; and LR-M-55 Sheet 1)
  • RAI 2.3.4.3-01 (LR-M-07 Sheets 1 and 3)
  • RAI 2.3.4.6-01 (LR-M-05 Sheets 3 and 6) .
  • RAI2.3.4.7-01 (LR-M-05 Sheet 2 and LR-M-07 Sheet 2)

RAI2.3.4.7-02 (LR-M-06 Sheets 2 and 5)

Although the response has described the revisions to be made to the license renewal boundary drawings the staff needs to confirm that the revisions were made in each instance above to complete its review. The staff's confirmatory review will consist of identifying that the system components were appropriately included within the revised scoping boundaries on the license renewal boundary drawings.

Request Provide the revised license renewal boundary drawings for each of the RAls listed above.

Exelon Response The following License Renewal drawings have been revised in accordance with the descriptions of the changes provided in RAI Responses referenced in the RAI Background discussion:

  • LR-M-05 Sheets 1, 2, and 3 (Note 1)
  • LR-M-06 Sheets 2 and 5
  • LR-M-07 Sheets 1, 2 and 3
  • LR-M-10 Sheets 3 and 8
  • LR-M-20 Sheets 4, 5, 7, 10, 11, and 13
  • LR-M-23 Sheets 4 and 7
  • LR-M-41 Sheet 2
  • LR-M-44 Sheet 1
  • LR-M-49 Sheet 1

Enclosure Page 3 of 3

  • LR-M-50 Sheet 2
  • LR-M-51 Sheet 4
  • LR-M-55 Sheet 1
  • LR-M-59 Sheets 1 and 3
  • LR-M-78 Sheet 1 Note 1 - The response to RAI 2.3.4.6-1, provided within the letter dated March 20, 2012, described changes to drawings LR-M-05 Sheets 1 and 3, but mistakenly referenced Sheet 6 in the last sentence. The last sentence in the response should have read, "LR-M-05 Sheet 1 and Sheet 3 will be revised to show the transition from in scope piping to piping not in scope for the three oily waste drain pipes, and a Note 3 will be added at each location to describe the basis for the change from red to black." Therefore, it is clarified that LR-M-05 Sheets 1 and 3 were revised and not Sheet 6. LR-M-05 Sheet 2 was revised as described in the response to RAI 2.3.4.7-1.

These drawing revisions were reviewed by the NRC regional inspectors during the first week of the NRC IP 71002 regional inspection conducted June 4 through June 8, 2012. It was agreed with the NRC License Renewal Project Manager that Exelon need not submit the revised license renewal boundary drawings for each of the RAls referenced in the above Background discussion.
