Dear Sirs,

As Massachusetts State Senator serving the Cape and Islands district, please accept this letter as my strong objection to a Nuclear Regulatory Commission staff recommendation that Commissioners renew the operational license of Pilgrim Nuclear Power Station prior to the resolution of all disputed issues raised by Third Parties.

While expediting such approval might well be appropriate in uncontested license hearings, the 20-year renewal application for Pilgrim is in fact contested. Serious issues presented by concerned citizen groups with standing, and the Massachusetts Attorney General, remain. A previous motion by Entergy, the owner of the nuclear power plant, requesting similar approval in August, 2011, was not granted. Reversing that decision would set bad regulatory precedent, and undermine public confidence in the Commission.

The district I'm privileged to represent, the Cape and Islands, has a unique relationship to Pilgrim, given our geography as a nearby peninsula and meteorology which often puts us downwind from the plant. Criticar, unanswered concerns of my constituents include, but are not limited to, lessons we can and should learn from the Fukushima disaster, the lack of credible evacuation plans, and spent fuel rod storage on the site.

Therefore, we respectfully request that the Commissioners remain consistent with an earlier ruling, good public policy. and common sense. and allow proper procedure and review to continue prior to any formal decisions.
