Dear Mr. Imboden:

This is in response to your letter dated February 29, 2012, received on March 3, 2012, requesting review and concurrence on behalf of the Wolf Creek Generating Station (WCGS) for the renewal of their operating license that would allow the facility to operate for an additional 20 years. The WCGS is located in Coffey County, Kansas.

Based on our review of the proposed action, and the biological assessment, we concur that the project will not likely adversely affect Mead's milkweed.

In addition, we concur that the project will not likely adversely affect the Neosho madtom. This is based on analysis of models of past, present, and future water diversion/withdrawal patterns by WCGS from the Neosho River, in order to replenish their cooling water source (Coffey County Lake). Results indicate that withdrawing water proactively during periods of high flow is more desirable for supporting downstream flow, than the current practices. WCGS has developed a Water Level Management Plan for Coffey County Lake which includes withdrawals during high flows, in order to support downstream populations of the Neosho madtom, and have agreed to abide by the plan when possible.
