REFERENCE:
(1) Letter, DPC to NRC, dated February 23, 2011, Changes to Physical Security Plan, Security Force Training and Qualification Plan, and Safeguards Contingency Plan The LACBWR Physical Security Plan (PSP) was revised in preparation for the implementation of an Independent Spent Fuel Storage Installation (ISFSI) at the LACBWR site under the general license provisions of 10 CFR 72, Subpart K. The changes to the PSP were submitted to the NRC by letter of Reference 1. At the time of that revision to the PSP, ISFSI security equipment and hardware installation was not complete.
In March 2012, installation and testing of the ISFSI security system was fully executed and the system declared operable. With this milestone, additional changes specific to tasks related to the new operational ISFSI security system are necessary. For this reason, DPC is submitting changes to the ISFSI Security Force Training and Qualification Plan only. No other changes to the LACBWR PSP are being made at this time.
The ISFSI Physical Security Plan is established as Addendum III to the LACBWR PSP. Changes described previously are being made to the ISFSI Physical Security Plan, Appendix II, "Dairyland Power Cooperative (DPC) Independent Spent Fuel Storage Installation Security Force Training and Qualification Plan." These changes, performed in accordance with 10 CFR 50.54(p), do not decrease the effectiveness of the LACBWR PSP and do not decrease any commitment to security. Appendix II, ISFSI Security Force Training and Qualification Plan (Enclosure 1), is being issued in its entirety therefore no change bar notation is used. A description of changes is included as Enclosure 2.
The enclosures to this letter are being sent as Safeguards Information. Please update your copy of the LACBWR Physical Security Plan with the enclosures, and acknowledge the action by signing and returning the attached receipt.
