July 5, 2012 Mr. Jason Remer Nuclear Energy Institute 1776 I Street, NW, Suite 400 Washington, DC 20006-3708
SUBJECT:
DRAFT LICENSE RENEWAL INTERIM STAFF GUIDANCE, LR-ISG-2012-01, WALL THINNING DUE TO EROSION MECHANISMS
Dear Mr. Remer:
I am writing to inform the Nuclear Energy Institute of the opportunity to comment on the draft license renewal interim staff guidance (LR-ISG), LR-ISG-2012-01, Wall Thinning Due to Erosion Mechanisms. Enclosed is a copy of the Federal Register notice that announces the U.S. Nuclear Regulatory Commissions (NRCs) request for comments and provides instructions on how to submit comments.
Based on the staffs review of several license renewal applications Flow-Accelerated Corrosion Aging Management Programs and stakeholder input, the NRC staff has determined that existing guidance in NUREG-1800, Revision 2, Standard Review Plan for License Renewal Applications for Nuclear Power Plants (SRP-LR), and NUREG-1801, Revision 2, Generic Aging Lessons Learned (GALL) Report, should be revised to address wall thinning due to various erosion mechanisms for piping and components within the scope of Title 10 of the Code of Federal Regulations Part 54.
The proposed revisions include:
allowing applicants that have identified wall thinning due to erosion mechanisms to include the aging management activities in the flow-accelerated corrosion program; revising the definitions of wall thinning, erosion, and flow-accelerated corrosion to eliminate potential misinterpretations of these terms; and miscellaneous and editorial changes.
To inform other stakeholders of the opportunity to provide comments on the draft LR-ISG-2012-01, courtesy copies of this letter are being sent to subscribers of an NRC electronic mailing list on general license renewal topics.
If you have any questions, please contact James Gavula of my staff by telephone at (630) 829-9755 or by e-mail at James.Gavula@nrc.gov.
Sincerely,
/RA M. Galloway for/
