Dear Mr. Richards:

By letter dated September 21. 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11272A126). as supplemented by letter dated March 12, 2012 (ADAMS Accession No. IVIL12079A035), STP Nuclear Operating Company (the licensee),

submitted information summarizing the results of the 2011 steam generator tube inspections performed during refueling outage 1 RE16 at South Texas Project (STP). Unit 1 for U.S. Nuclear Regulatory Commission (NRC) staff review.

The NRC staff has completed its review of the submittal and concludes that the licensee provided the information required by the STP, Unit 1 technical speCifications. No additional follow-up is required at this time. The results of staff's review and observations are enclosed.

submitted information summarizing the results of the 2011 steam generator (SG) tube inspections performed during refueling outage 1 RE16 at South Texas Project (STP), Unit 1 for U.S. Nuclear Regulatory Commission (NRC) staff review.

STP, Unit 1 has four Westinghouse recirculating Model Delta 94 SGs. Each SG contains 7585 thermally-treated Alloy 690 tubes. Each tube has a nominal outside diameter of 0.688 inches with a nominal wall thickness of 0.040 inches. The tubes were hydraulically expanded at both ends for the full depth of the tubesheet and are supported by a flow distribution baffle, support plates, and anti-vibration bars.

The licensee provided the scope, extent, methods, and results of its SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (e.g., tube plugging) taken in response to the inspection findings.

In its letter dated March 12, 2012, the licensee provided its response to the NRC's request for additional information dated January 17, 2012 (ADAMS Accession No. ML120170140). In its letter dated March 12, 2012, the licensee also provided the following commitment.

A review of the eddy current database confirmed that only five potential loose part signals remain in the database and the results of visual inspection are as listed in Table 5. The additional signal listed on accompanying tables was erroneously included and is a previous revision to the list which reflects a signal of interest dispositioned from the database prior to final closeout. The STP report will be revised to correct this error.

Based on the above, the NRC staff concludes that the licensee's proposed course of action is acceptable. The NRC staff concludes that the licensee provided the information required by the Technical Specifications. In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
