The lunch caucus would be separate and distinct not with the licensee. And you are right about Cat 1 meeting.
We would like a caucus the day before face to face fro maybe 200pm or 300pm, led by Chris Miller.

- Richard, There is no large conference room (holding approximately 30 people) available for the proposed meeting duration on January 17, 2012. I was able to find a large conference room available on Thursday, January 19, 2012.
I disagree with your statement, "The meeting with licensee should be Cat. I public observation only but for staff to stick afterwards to entertain q&a from public in room or on phone."
This Category 1 meeting is a public meeting that is a planned, formal encounter open to public observation and-participation between NRC staff members and NextEra with the expressed intent of discussing substantive issues (concrete degradation - alkali silica reaction) that are directly associated with the NRC's regulatory and safety responsibilities. At this type of meeting, NRC anticipates that the public would obtain factual information to assist in their understanding of the applicable regulatory issues and NRC actions. The public is invited to observe the meeting consistent with past practice, and the public will have the opportunity to communicate with the NRC after the business portion of the meeting, but before the meeting is adjourned. This does not preclude the licensee from responding to questions if they choose to do so.
I am not sure what you mean when you stated, "[Jan 17, 1200-130, break for lunch and NRC/Lic private caucus, Key Executive will be needed, Chris Miller and ????]."
If the NRC staff needs to caucus during the meeting, we can take a break during the meeting and the appropriate NRC staff can caucus. I cannot condone the NRC and the licensee privately caucusing during a break in a public meeting. Any discussions between the NRC and the licensee should be held in the open public meeting, unless it is safeguards or proprietary information, then we can close that portion of the meeting to the public.
