EW: FOIA 2011-0366, Seabrook ASR -IA letter dated 9/12/2011 John/Nelson, FYI - the incoming TIA request for Seabrook's alkali-silica-reaction (ASR) issue was gathered in response to a FOIA request and is going to be released in full. There was some previous effort by Region I staff to try and withhold parts of it, claiming predecisional, but that didn't fly with OGC. I have no objection to it being released in full either. This email is just an FYI, no action necessary, just let me know if you have any questions.

FOIA 2011-0366, Seabrook ASR TIA letter dated 9/12/2011 For FOIA 2011-0366, the Seabrook ASR TIA letter dated 9/12/2011, Chuck Mullins, OGC does not concur on the FOIA package. The comments:

1. If some information is preliminary, it can be so stated in the release cover letter.
2. The harmstatement is not valid.

Absent an alternative harm statement acceptable to OGC, the full TIA letter release to the requester will initiate on Friday, 11/4/2011.

As the purpose of the TIA is to define what RI sees as needed work by NRR prior to deciding the next steps in the resolution of the ASR problem, the information is not pre-decisional.

My proposal is to have the full letter sent to the requester. M Modes concurs with this action.

Please let me know if you object.
