CLINTON 2010 INITIAL LICENSE EXAMINATION REVIEW
Dear Mr. Ruth:
This letter is to inform you that while performing an in-house audit of the 2010 Clinton Power Station Initial License Examination documents, the lead auditor found that the Form ES-401-9 (Written Examination Review Worksheet) was not correctly completed during the examination review. Because it was incorrect, a review of the administered written examination was assigned to another qualified chief examiner. The reviewer found several questions that were considered unsatisfactory for use on an NRC Initial License Examination.
The reviewer completed a new ES-401-9 Form, showing the unsatisfactory nature of the subject questions. A Form ES-401-1, BWR Written Examination Outline, and a Form ES-401-3, Generic Knowledge and Abilities Outline (Tier 3), were also completed, eliminating the questions considered to be unsatisfactory. The new Form 401-1 revealed no zeroes in any column of the tier total rows, and no zeroes in any of the administrative area totals. Because 80 percent of the examination was still considered satisfactory, and the Forms ES-401-1 and ES-401-3 had no zeroes in their tier total rows, we have concluded the examination was a valid licensing written examination.
The applicant written examination grading sheets were re-graded with the unsatisfactory questions deleted from the examination and answer key. All of the resultant applicant grades were still above 80 percent therefore; the original licensing decisions were retained. No action is necessary concerning the operating licenses of the six Reactor Operators examined in 2010.
We are informing you of the need to remove or revise the unsatisfactory questions if they are in your initial license examination bank used for NRC examinations. These questions would not be acceptable on future NRC examinations without revision. The question numbers from the Clinton Power Station 2010 Initial License written examination that should be removed from your examinations bank are: 12, 20, 21, 22, 24, 26, 27, 30, 32, 47, 50, 54, 55, 56, and 60. Most of these questions were determined to be of low discriminatory value, although there were some questions that had other fatal flaws. The results of our review and the revised documents can be found at ML12095A361 in the NRCs Publicly Available Records.
