OF MARCH 28, 2012, CATEGORY II PUBLIC MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP On March 28, 2012, U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Boiling Water Reactor (BWR) Owners Group (BWROG), in a public meeting in Rockville, Maryland. The purpose of the meeting was to discuss the review of BWR emergency core cooling system (ECCS) suction strainer issues. Enclosure 1 provides a list of those in attendance. Enclosure 2 provides a table presenting all of the documents referred to in this meeting summary.

The BWROG presented information on project schedule update, response to the NRC staff position on the reduction of insulation damage pressure issue (also referred to as Issue No. 7, Zone of Influence (ZOI) Adjustment for Air jet Testing,) as presented at the July 20, 2011, meeting between the NRC staff and the BWROG representatives, discussion of NRC staff feedback on the BWROG ECCS Suction Strainer Bypass Test Plan, and discussion of NRC staff feedback on the BWROG ECCS Suction Strainers Chemical Effects Resolution Strategy Plan and Flowchart.

Mr. Jack Davis, Deputy Director, Division of Safety Systems (DSS), Office of Nuclear Reactor Regulation (NRR), made opening remarks on behalf of the NRC staff. Mr. Davis asked the BWROG representatives if they would consider probabilistic risk assessment (PRA) types of analyses for use in addressing the overall BWR ECCS suction strainer issue and get back to the NRC staff with any possible PRA approaches. Mr. Ted Schiffley, BWROG Chairman, stated that the BWROG has considered this and plans on following the deterministic path forward that has been established for coming to resolution of the BWR ECCS suction strainer issue. The BWROG has no plans for pursuing and applying a PRA type of approach to issue resolution.

Mr. Ted Schiffley then addressed the overall project schedule update. Mr. Schiffley stated that the BWROG cannot meet the previously established end milestone for issue resolution in 2015 and must add two years, making the end milestone now in year 2017. Mr. Schiffley stated that difficulty with contract proposals from Westinghouse and AREVA for downstream effects fuel assembly testing have created the need for extending the schedule an additional two years.

Mr. Schiffley stated that the BWROG will re-baseline the current schedule and provide a new schedule to the NRC staff within six weeks of this meeting.

S. Bailey Mr. Steve Scammon, BWROG, ECCS Suction Strainer Committee Chairman, then addressed the reduction of insulation damage pressure issue. At the July 20, 2011, meeting, the NRC staff proposed adding margin to the destruction pressure of some insulation materials.

Mr. Scammon stated that the BWROG has reviewed this proposal and recommends that damage pressures for the materials in question not be changed (see the slides presented by the BWROG at this March 28, 2012, meeting including slide nos. 7-16 regarding this issue).

Mr. Scammon stated that doing so would divert resources and delay the generic source term definition being developed for the evaluation without a significant improvement in safety.

Mr. Stewart Bailey, NRC, Chief of the Safety Issues Resolution Branch (SSIB)/DSS/NRR stated that he and his staff would review the material presented and get back in touch with the BWROG. Mr. Bailey proposed that a telecom be arranged in about four weeks for this issue.

The NRC staffs feedback to the BWROG on the Downstream Effects Bypass Test Plan and the Chemical Effects Resolution Strategy Plan were discussed in a telecom between the NRC staff and the BWROG representatives on March 1, 2012. The BWROG representatives provided preliminary written responses to the NRC staff feedback on the Downstream Effects Bypass Test Plan and the Chemical Effects Resolution Strategy Plan at this meeting. The BWROG representatives stated that they are planning to transmit the formal responses to the NRC staff feedback questions and comments following this meeting.

Mr. Brad Tyers, BWROG, Vice Chair of the Downstream Effects (chemical) subcommittee addressed the NRC staff feedback on the Downstream Effects Bypass Test Plan. The NRC staff sent 45 comments to the BWROG in a letter dated February 2, 2012. The BWROG grouped the comments into 3 categories: critical discussion items, clarification discussion items, and comments relaying typos and other. The discussion was focused on the items of more critical importance. These items appear on slide no. 19 of the BWROG presentation (testing methodology, fiber concentration, and proto-typical nature of strainer design). After this, the NRC staff feedback items which the BWROG requested clarification on were discussed.

These appear on slide no. 20 of the BWROG presentation.

Mr. Jim Furman of Alion Science and Technology addressed resolution of the NRC staffs comments on the ECCS Suction Strainers Chemical Effects Resolution Strategy Outline. The BWROG provided preliminary written responses in draft for this meeting. The NRC staff will review these responses and discuss them with the BWROG via telecom. In addition to the comments provided in the letter, the NRC staff provided additional informal comments for the BWROG consideration by e-mail on March 21, 2012. The informal comments will be discussed in the upcoming telecom.

A member of the public, Mr. Steven Dolley, Managing Editor, Platts, Inside NRC, was present and asked several questions about the overall resolution of the suction strainer issue, the schedule, and several specific questions about the planned fuel assembly testing and chemical effects. These questions were answered by Mr. Stewart Bailey and Mr. Paul Klein of the NRC and by representatives of the BWROG.
