Regarding within rack interface requirements specified in Note 4 of Figure 5.6-1 and Figure 5.6-2, the licensee proposed:

The storage arrangements of fuel within a rack module may contain more than one pattern. There are no interface limitations within Region 1 between rack modules or within racks, however, each assembly must meet the burnup requirements of each 2x2 array that it resides within.

SRXB suggests the following or similar:

The storage arrangements of fuel within a rack module may contain more than one pattern. Each cell is a part of up to four 2x2 arrays, and each cell must simultaneously meet the requirements of all those arrays of which it is a part.

[The key wording here is to be clear that the cell must meet the requirements of all the arrays (that it is in) and not just some of the arrays.]

Comment 2:

Remove occurrences of or equivalent (5 absorber rods) or provide an method for evaluating equivalent negative reactivity.

Comment 3:

Fix typo in Note 5 of Figure 5.6-3.

Comment 4:

An update of Note 1 of Table 5.6-1 seems appropriate since the licensee proposes to remove the specific minimum burnup values from the table.

Comment 5:

Does an open cell mean the same as an empty cell? WH is also used. Consider using one descriptor throughout.
