Introduction As stated in the UFTR Technical Specifications, Section 6.6.1:

Routine annual reports covering the activities of the reactorfacility during the previous calendar year shall be submitted to the Commission within six (6) monthsfollowing the end of each prescribedyear. The prescribedyear ends August 31 for the UFTR. Each annual operating reportshall include the following information:

(1) a narrativesummary of reactoroperating experience includingthe energy produced by the reactorand the hours the reactorwas critical (2) the unscheduled shutdowns including, where applicable, corrective actions taken to preclude recurrence (3) tabulationof majorpreventative and corrective maintenance operationshaving safety significance (4) tabulationof major changes in the reactorfacility andprocedures,and tabulationof new tests of experiments, that are significantly differentfrom those performedpreviously and are not describedin the Safety Analysis Report, includingconclusions that no unreviewed safety questions were involved (5) A summary of the nature and amount of radioactiveeffluents released or dischargedto the environs beyond the effective control of the facility operatorsas determinedat or before the point of such release or discharge. (The summary shall include to the extent practicablean estimate of individualradionuclidespresent in the effluent. If the estimatedaverage release after dilution or diffusion is less than 25% of the concentration allowed, a statement to this effect is sufficient.)

(6) A summarizedresult of environmental surveys performed outside the facility.

(7) A summary of exposure received by facility personnel and visitors where such exposures are greater than 25% of that allowed The following discussion on the above seven sections covers the period from September 1, 2010 to August 31, 2011, except as noted otherwise.

1. Summary of Reactor Operation Experience The UFTR was not operated during this reporting period.
2. Unscheduled Shutdowns The UFTR was not operated during this reporting period and there were no unscheduled shutdowns.
3. Safety Significant Major Maintenance Operations MLP 10-05, 9/29/2010 to 10/8/2010, South ARM electronic repair. Area radiation monitor GM tube failed and was replaced with a spare.

MLP 10-06, 10/12/2010 to present, Temp Monitor hard drive replacement. Final surveillance testing is scheduled as part of plan to bring reactor operational ASAP.

4. Major Changes in Reactor Facility, Procedures and Experiments No major changes to procedures or experiments were instituted during this reporting period.

Modification Package and 10CFR50.59 Evaluation & Determination # 11-4 includes MLP 10-07, 10/25/2010, New confinement holes and conduit for UPS install for planned digital control room, and MLP 10-08, 10/29/2010 to 8/29/2011, Connection of UPS to electrical supply for planned digital control room. This modification is to support an upgrade to the UFTR control console.

5. Radioactive Effluents Liquid Releases:

The UFTR is equipped with a waste water holdup tank. The radioactivity in the waste water is measured prior to release.

The Argon-41 release concentration is measured every six months during facility operation. The facility was not operated during this reporting period and therefore there were no measureable Argon-41 releases.

6. Environmental Surveys In addition to periodic radiation surveys using hand-held instruments, environmental monitoring is accomplished using radiation dosimetry badges. Areas monitored are located around the exterior of the reactor building and nearby buildings, including the Nuclear Sciences Center and the Journalism Building. This monitoring is performed by the Radiation Control Office of the Environmental Health and Safety Division at the University of Florida. The environmental dosimetry reports are tabulated and presented in Table II.

The elevated value at location 2 (located near the top of the UFTR stack) is attributed to its close proximity to radioactive materials being stored in the reactor cell. After location 2, the environmental dosimetry badges closest to the reactor cell radioactive materials storage areas are at locations 1, 5, and 7.

7. Radiation Exposures There were no exposures received to facility personnel or visitors where such exposures were greater than 25% of the permissible limit. Facility personnel dosimetry reports are tabulated and presented in Table III.
