OF OCTOBER 12, 2010, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT, UNIT 2, FINAL SAFETY ANALYSIS REPORT SUBMITTALS On October 12, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss outstanding issues relating to TVA's Final Safety Analysis Report (FSAR) submittals.

The NRC staff and TVA discussed information regarding the review of the Fire Protection Report and outstanding issues in FSAR Sections 4, 9, and 15 (Reactor, Auxiliary Systems, and Accident Analysis, respectively).

During the discussion on the Fire Protection Report, the NRC staff stated that those changes that were made to allow for dual unit operation were incomplete. TVA stated that they would develop a plan and schedule, at a later date, for resolving the problems identified in connection with identifying and justifying the changes to the Fire Protection Report.

For the discussions on FSAR Sections 4,9, and 15, the NRC staff and TVA went over proposed requests for additional information for each section. For Section 4, the discussions focused on the NRC staff's questions on fuel thermal conductivity. In Section 9, TVA gave an overview of the design of the component cooling water and essential raw cooling water systems for duel unit operation. The NRC staff and TVA also discussed changing the wording in the FSAR on the spent fuel pool cooling system. For the Accident Analysis section discussion, the NRC staff was interested in discussing TVA's plans for the inadvertent emergency core cooling system and chemical and volume control system malfunction analysis.
