North Anna - Proposed Restart Activities Importance: High NRR/DE is designated the lead division for the restart of North Anna, Units 1 and 2, that were shut down by the earthquake of August 23, 2011. We have established a core coordination team for the technical review, consisting of Meena Khanna, Kamal Manoly and DORL's Bob Martin.

From the discussions in the public meeting with the licensee on September 8, 2011, it is clear that a number of NRR staff have given this issue thought and may have generated questions related to how the design basis may have been impacted by the earthquake and what the resulting requirements for restart of the units would be. Those speaking at the meeting or understood to have questions included A. Ulses/DSS: reactor systems, A. Mendiola/DSS: fuel, G. Cheruvenki/DCI vessel internals, F. Farzam/DE structures, Y. Li/DE seismology, Atsirigotis/DE piping, G. Wilson/DE electrical, B. Holian/DLR aging management and possibly others.

There are many interesting aspects of this issue but the focus here is on the regulatory requirements for NRC's review of the licensee's intentions to restart the two North Anna units. In that regard, I request that the addressees forward their questions to the Coordination Team by September 15, cob. The results will be reviewed for applicability to the North Anna design & licensing bases and may be issued to the licensee as a request for information.

Two possibly useful references are Regulatory Guide 1.167 and the EPRI report that it references, and a 2011 report by IAEA, "Earthquake Preparedness and Response for Nuclear Power Plants."
