SUMMARY
OF FEBRUARY 2,2012, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT, UNIT 2, FINAL SAFETY ANALYSIS REPORT On February 2,2012, a meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the NRC staff's questions and comments on the Watts Bar Nuclear Plant Unit 2 Final Safety Analysis Report (FSAR) in support of TVA's application for an operating license. A list of participants is included as an Enclosure.
TVA discussed information regarding: (1) review of the Fire Protection Report, (2) review of Technical Specifications (TSs), (3) open items remaining from FSAR Section 7 Instrumentation and Control (I&C), and (4) open items remaining from FSAR Section 8 Electrical Power.
During the portion of the meeting on fire protection, the staff expressed how TVA's latest attempt to revise the Fire Protection Report, while an improvement, still does not meet the staff's expectations regarding Part VII Section 2.9 deviations. The staff explained that TVA needed to provide clearer justification in the main body of the deviation in order to reach the conclusions TVA was stating in the report. TVA stated that for each deviation TVA would provide a: 1) description of the condition including a brief description of the operator manual actions (OMAs) that would be required if an assumed fire damaged all the components in the room, 2) fire hazard analysis describing the room size, fire barriers and other fire protection features of the room along with possible ignition sources, 3) system evaluation describing the fire safe shutdown (FSSD) components in the room that relate to the OMAs and equipment not credited for FSSD, and 4) conclusion. Given the numerous submittals and delays in the review, the staff expressed to TVA the importance in revising the report thoroughly and adequately, even if that means missing TVA's previous commitment of February 24,2012, by a few weeks.
TVA understood the staff's concern and stated it would get back with the staff with a new commitment date.
The discussion on TSs focused on a draft request for additional information (RAI) sent to TVA on January 24, 2012 (Agencywide Documents Access and Management System Accession Number ML12030A013) and TVA asking the staff for clarification. The staff provided this clarification by stating that for Question 2, besides technical changes, TSTF-510 Revision 2 made a number of editorial changes to fix errors in the TSs. If TVA does not plan to incorporate TSTF-510 Revision 2 into their TSs at this time, at a minimum they should look at the editorial fixes made in this document and incorporate these into their TSs. The staff also clarified that for Questions 3, 4, and 5, the staff was looking to better understand the proposed licensing basis
-2 rather than requesting TVA to change it. TVA understood these clarifications and will respond to the RAls.
During the discussion regarding the remaining open items for I&C, the staff pointed out a portion of TVA's latest response to Open Item 126 that the staff found confusing. In one portion of the response it was stated that the environmental qualification testing was done on only the ex-vessel portion of the In-core Instrument but later in the response, there was discussion about in-vessel testing. TVA stated that the intent was to cover both ex-vessel and in-vessel testing and agreed to update the response. TVA also discussed their efforts to date in attempting to close Open Items 94 and 105. TVA plans on providing responses to these Open Items in March.
For the open items remaining in FSAR Section 8 Electrical Power, TVA gave the status of their efforts. For Open Item 30 on degraded voltage, TVA will submit a response to the NRC once they have finalized the calculations in February. For other open items, TVA has completed the technical work and is putting together their response to the NRC.
