[121 Dominion told The Hill last week that the North Anna reactors were designed to withstand the equivalent of a 5.9 to 6.1 magnitude earthquake. 1141 In the release, the NRC said the investigation will "determine the precise level of shaking that was experienced at key locations within the North Anna facility." The NRC requires that the plant not re-start "until it can demonstrate that no functional damage occurred to those features needed for continued safe operation." 1,71 Ongoing inspections of the North Anna plant have yet to reveal any major damage, Norvelle said. Inspectors have found thermal insulation shaken off pipes, relays on transformers that need to be replaced and minor cracking in office buildings, he said. 171 The North Anna plant is located about 12 miles from the epicenter of the earthquake that struck northwest of Richmond, Va., last Tuesday. [131 The ground motion at the site of the two nuclear plants is consistent with an earthquake 4-5 times more powerful than the 5.8-magnitude that scientists recorded. That's most likely because the earthquake was centered relatively close to the surface.
