FINAL LICENSE RENEWAL INTERIM STAFF GUIDANCE, LR-ISG-2011-05, ONGOING REVIEW OF OPERATING EXPERIENCE

Dear Ms. Keys:

The purpose of this letter is to inform you of the U.S. Nuclear Regulatory Commissions (NRC or the staff) issuance of the final license renewal interim staff guidance (LR-ISG), LR-ISG-2011-05, Ongoing Review of Operating Experience. This final LR-ISG clarifies the staffs existing position in NUREG-1800, Revision 2, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants, that acceptable license renewal aging management programs should be informed, and enhanced when necessary, based on the ongoing review of both plant-specific and industry operating experience. The final LR-ISG is approved for staff and stakeholder use and will be incorporated into the next license renewal guidance document revisions.

On August 24, 2011, the NRC issued draft LR-ISG-2011-05 for public comment and on November 25, 2011, a revised draft was issued for public comment. The Nuclear Energy Institute provided comments by letters dated October 18, 2011, and December 15, 2011. All comments have been considered and, where appropriate, changes have been made to the LR-ISG. Appendix C to the final LR-ISG contains the staffs responses to the comments.
