On August 25, the staff plans to submit an International Nuclear and Radiological Event Scale (INES) provisional rating of Level 0 to the IAEA in regards to the August 23 loss of offsite power event and Alert declaration at the North Anna Power Station. This submission is in response to international requests for information and extensive media coverage of the impact of the August 23 earthquake on nuclear plants in the eastern U.S. The rating has been coordinated with NSIR and has been reviewed by the licensee.

The INES evaluates events from 1 to 7, with Level 1 being and "Anomaly" and Level 7 being a "Major Accident". This particular rating considers the loss of offsite power to the North Anna Station precipitated by a magnitude 5.8 earthquake; the required shutdown of a Unit 2 emergency diesel generator due to a radiator leak; and the use of a backup station blackout diesel generator to supplement the inoperable diesel to arrive at a rating of 0 or "Below Scale" using the 2008 edition of the INES User's Manual. This rating is being submitted on a provisional basis; a final rating will be submitted once further information is available.
