1) EN 81/ E -RESOLUTION - NORTH ANNA 1 & 2- DESIGN BASIS 7EAR QUAKE (OBE) GROUND MOTION EXCEEDED AND OTHER ISSUES - AIT REVIEW See previous O-COMM. This issue meets the quantitative and qualitative judgment of significance of LIC-401, NRR Reactor Operating Experience Program (Dec. 27, 2010, ML081910741) for further evaluation through an Issue for Resolution based on the following guidelines:

1. potential safety significance based on risk or other quantitative factors

a. risk factor - conditional core damage probability (CCDP) = 1E-6 or an increase in core damage probability (delta CDP) = 1E-6, or a change in large early release frequency (delta LERF) = I E-7/yr

2. qualitative judgment of significance based on the following guidelines

d. potential degradation of fuel integrity, primary coolant pressure boundary, or important associated structures, AND

k. other potential agency issues or concerns-potential concerns related to heightened public, media, congressional, and/or governmental interest, or other factors.
