I North Anna declared an Alert, 12 sites declared NOUEs and 2 Research and Test Reactors declared NOUEs. (See the NOUE EN links in screened out section for more details)

On August 23, 2011, at 1351 EDT, a magnitude 5.8 (Richter scale) earthquake struck near Mineral Virginia, which is located close to the North Anna nuclear power station. The North Anna station experienced a loss of offsite power due to trips of the three Reserve Station Service Transformers (RSST's). The loss of offsite power resulted in trips of both Turbine Generators leading to automatic trips of both Reactors on negative rate.

All control rods inserted into the core. Decay heat is being removed via the steam dumps to atmosphere. No personnel injuries were reported. All four EDG's started and loaded onto their respective busses.

One resident was in the control room observing Unit 1 testing of the Turbine Drive AFW pump (TDAFWP). The other responded to the Emergency Operations Facility (EOF). The 2H EDG experienced a significant cooling leak on a gasket. The Alternate AC (AAC) EDG was started and aligned to power the 2H bus. All three RSST's were unavailable. On Unit 1, the Motor Drive AFW (MDAFWP) started and aligned for Steam Generator Feed.

The TDAFW pump was being tested On Unit 2, the AFW started and aligned normally and was feeding all S/G's.

Spent Fuel Pool (SFP) cooling lost for about 90 minutes but no significant heat up was noted (common SFP for both units). Dam was inspected with no damage noted.

As of this morning (8/24/2011):

The region is still in monitoring Mode and maintaining a bridgeline with the licensee. The licensee is still in an Alert. Off site power has been restored. All three RSST's were re-energized after inspection and realigned to the E busses. The 2H EDG is still inoperable but available. They are awaiting results of post maintenance testing to declare it operable.

Unit 1: Licensee restarted 1C RCP. They are using it to establish forced circulation and mix in the boron so they can verify adequate boron concentration and proceed to cold shutdown.

Unit 2: Making preps to start 2C RCP and stabilize the plant for Cold S/D. They will cool down the plants one at a time.

The licensee has removed the old seismic plates from 01-ER-RCDR-274A, B, & C (AB, CC HX area) and installed new plates. The old plates have been cleared through Health Physics and are in the I&C shop. The licensee is continuing with removal of the plates from the aux bldg basement which is a contaminated area.

The plates will be sent to Engdahl Enterprises in California for analysis.

Region is performing an MD 8.3 reactive inspection evaluation for this event at North Anna.

At 1116 EDT today, North Anna downgraded their Alert to a Notification of Unusual Event (NOUE) based on equipment alignments and safety equipment inspection results. At 1140 EDT, the NRC (Region 2) exited Monitoring Mode based on their clear understanding of the event and licensee priorities at North Anna.

At 1315 EDT, North Anna notified the NRC Operations Center that they have exited their NOUE. The basis was that all plant walkdowns and inspections were completed and the condition no longer exists for the NOUE declaration.
